CARB is pretty my much a self governed body, they make the standards. if you talk to anybody who has to deal with pollution control you soon realize how flawed the system is with dealing with the problem. i have an uncle who manages a very large farming operation in the central valley, for some very odd reason air control board has him regulating farm equipment in a different air basin. the pumps are complient with stricter central valley standards but the other county has him and his company jumping through hoops to clear the equipment in the other air basin. they want them to basically adapt standards from their county when the equipment already complies with stricter central valley standards, all for no other reason than that the governing body is totally screwed up and cannont put 2 and 2 together. why else would he and his company be spending years, money and time to clarify the red tape of lesser standards because they wont just look at the data and realize whats actually going on. the code is established by paper pushers who have no experience in the industry they are imposing regulations on.
and yes i vote, if i didnt i wouldnt be able to justify my rants. the reality is what we vote for and what goes on are two different things.
